The Reference section contains materials documenting the Resource Alignment work, including Data Sources and Caveats, the Mapping Framework, and a Reference Guide. Data Sources and Caveats includes general data notes as well as specific data notes relating to budget and expenditure data for PEPFAR, Global Fund, Partner Governments and Other Funders. The Mapping Framework is an Excel-based matrix demonstrating how the harmonized categories (herein referred to as the RADAR typology) aligns with the respective categories of the PEPFAR Financial Classification, Global Fund Modular Framework, Partner Government, and UNAIDS Global AIDS Monitoring (GAM) and National AID Spending Assessment (NASA) financial reporting. The Reference Guide is a document that provides detailed documentation of methods and definitions underlying the resource alignment data (including detailed information on sources of domestic data as well as relevant caveats).
